Now Available in GoEngage: ITERS-3 & FCCERS-3

Supporting programs as quality standards continue to evolve in early childhood education.

As early childhood quality standards continue to evolve, many programs are beginning the transition from the revised Environment Rating Scales (“-R” editions) to the newer “-3” editions—including ITERS-3 and FCCERS-3.

These updated scales place greater emphasis on teacher-child interactions, language development, engagement, and observation-based assessment practices that reflect current research and best practices in early childhood education.

To help programs stay aligned and prepared, GoEngage now supports both the Infant/Toddler Environment Rating Scale, Third Edition (ITERS-3) and the Family Child Care Environment Rating Scale, Third Edition (FCCERS-3) within our classroom and quality assessment tools.

The Environment Rating Scales Institute (ERSI) has provided helpful resources outlining the differences between the previous and updated versions:

What’s Changing in the “-3” Editions?

While the overall purpose of the scales remains the same—supporting quality environments and continuous improvement—the updated “-3” editions introduce several important changes.

Some of the biggest shifts include:

Previous “-R” Editions

New “-3” Editions

Greater emphasis on materials and setup

Greater emphasis on interactions and engagement

Observation plus interview process

Observation-only scoring

Focus on quantity of materials

Focus on how materials are used

Separate parent/staff items

Parent/staff items removed

More generalized accessibility expectations

Accessibility evaluated based on developmental ability

These updates reflect a broader shift happening across early childhood education: quality is not only about what is available in the environment, but also about how educators interact with children throughout the day.

Increased Focus on Interactions and Language Development

One of the most noticeable shifts in the “-3” editions is the stronger emphasis on interactions—not just materials.

The updated scales place increased attention on:

  • Responsive caregiving

  • Meaningful staff-child interactions

  • Language development

  • Supervision and engagement

  • Supportive communication

  • Intentional teaching practices

  • How environments encourage exploration and learning

This aligns closely with many of the quality improvement efforts already happening across Head Start, Early Head Start, and family child care programs.

Programs are increasingly focused on creating environments where children are actively engaged, emotionally supported, and encouraged to communicate and explore throughout the day.

Observation-Based Assessment Matters More Than Ever

Another significant change in the “-3” editions is the move toward observation-only scoring.

In previous versions, assessors often combined direct observation with follow-up interview questions. In the updated scales, what is observed during the assessment is what is scored.

This places greater importance on:

  • Consistent daily practices

  • Ongoing classroom quality

  • Intentional interactions

  • Clear routines and supervision

  • Authentic implementation throughout the day

In other words, quality practices must be embedded into daily operations—not simply explained after the observation is complete.

For many programs, this reinforces the importance of ongoing monitoring, coaching, and continuous quality improvement efforts year-round.

How GoEngage Supports Quality Improvement

GoEngage helps programs streamline classroom and quality initiatives by providing tools that support:

  • Classroom and home-based observations

  • Digital assessment tracking

  • Monitoring workflows

  • Staff coaching and follow-up

  • Quality improvement planning

  • Centralized documentation

  • Training and professional development tracking

  • Program-wide visibility into assessment trends

With the addition of ITERS-3 and FCCERS-3, programs can now document and manage these updated assessment tools directly within GoEngage—helping leadership teams stay organized, proactive, and aligned with evolving standards.

By centralizing observations, action plans, and follow-up efforts within one platform, agencies can better support consistency, collaboration, and continuous improvement across classrooms and program options.

Continuous Improvement — Not Perfection

Transitions to updated standards can feel overwhelming, especially for programs already balancing staffing challenges, compliance expectations, and day-to-day operational demands.

But the goal of the updated scales is not perfection.

The goal is continuous quality improvement and stronger support for children, families, and educators.

The move to ITERS-3 and FCCERS-3 reflects the growing recognition that high-quality early childhood environments are built through responsive relationships, meaningful engagement, and intentional daily practices.

And with the right tools and systems in place, programs can feel more confident navigating these evolving expectations.
