Planning Beyond the Budget: Seven Questions Every Community Action Agency Should Ask After Receiving FY26 Funding

Great planning starts with asking better questions

Receiving your FY2026 CSBG funding is an important milestone. But before launching new initiatives or finalizing work plans, it's worth taking time to reflect on how prepared your organization is for the year ahead.

Here are seven questions leadership teams should consider.

1. What outcomes do we want to achieve this year?

Start with the end in mind. Success isn't simply completing activities. It's improving lives.

2. How will we measure progress?

Can leadership monitor progress throughout the year? Or will you only know how you're doing when it's time to prepare annual reports?

3. Are our current processes helping—or slowing us down?

Look for:

  • Duplicate data entry

  • Manual spreadsheets

  • Paper forms

  • Delayed reporting

  • Bottlenecks

Small improvements can save hundreds of staff hours over the course of a year.

4. Do staff have the tools and training they need?

Technology alone doesn't improve outcomes. People do.

Investing in staff development often delivers long-term benefits for both employees and the families they serve.

5. Can leadership easily access meaningful information?

Good decisions depend on good information.

Dashboards, reports, and performance metrics should help leaders identify trends—not create more work.

6. Are we preparing for future reporting requirements?

Although Annual Report 3.0 has been delayed, now is the ideal time to strengthen documentation practices, improve data quality, and evaluate reporting processes. The best preparation happens long before reporting deadlines arrive.

7. Where can we improve this year?

Every organization has opportunities for growth. Whether it's strengthening workflows, improving reporting, expanding partnerships, or enhancing staff training, continuous improvement should remain part of every strategic plan.

Moving Forward With Confidence

The beginning of a new funding year is about much more than budgets. It's an opportunity to build stronger systems, better processes, and greater organizational capacity.

The agencies that ask thoughtful questions today are often the ones best prepared to demonstrate meaningful impact tomorrow.
