Before You Sign the Health and Safety Certification, Ask Yourself This One Question
Every new Head Start program year brings an incredible amount of responsibility.
While classrooms are opening and children are returning, leadership teams are also balancing enrollment, staffing, transportation, health requirements, facilities, family engagement, reporting, and dozens of compliance deadlines—all while ensuring every child enters a safe learning environment.
Among those important beginning-of-year responsibilities is one that every Head Start agency must complete within 75 calendar days of the start of the program year: the Health and Safety Screening and Certification of Health and Safety Screening submitted to the Office of Head Start.

The Certification of Health and Safety Screening isn't simply acknowledging that someone walked through each building.

That is a significant responsibility because children's environments don't stop changing after Day 75.

45 CFR §1302.47 – Safety Practices requires programs to establish, implement, train staff on, and enforce comprehensive health and safety practices designed to protect children at all times.
The regulation covers much more than conducting an annual inspection. It addresses the systems programs must have in place for areas such as:
Safe classrooms and learning environments
Indoor and outdoor safety
