New Head Start Region Realignment

The Office of Head Start (OHS) has recently announced a significant realignment, consolidating 10 regional offices into 5. This restructuring, effective April 1, 2025, includes the closure of the offices in Boston (formerly Region I), New York (formerly Region II), Chicago (formerly Region V), Seattle (formerly Region X), and San Francisco (formerly Region IX).

According to Wanda Minick, Executive Director of the Florida Head Start Association, while these changes may impact communication with regional offices, they will not affect critical services for Head Start programs. The changes are expected to save $1.8 billion annually while maintaining critical support for Head Start programs nationwide. The restructuring is designed to improve efficiency and better align resources with the growing needs of Head Start agencies.

Our hope is that some of these savings will be reinvested directly into Head Start programs, specifically to support increased salaries for staff.

What You Need to Know:

  • Migrant and Seasonal Programs will continue to be served by the same specialists who understand the unique needs of agricultural families.

  • HSES Communication: Grant recipients in the affected regions are advised to use the Head Start Enterprise System (HSES) for all communication regarding grant activities or by emailing ohsrecipientsupport@acf.hhs.gov. OHS staff will remain available to provide any necessary assistance.

The Department of Health and Human Services (HHS) has assured that these changes will not disrupt services and remains fully committed to supporting Head Start programs in their work with children and families.
